William Smale was born in Lifton (Devonshire) on 25 October 1853.

He arrived at East London in 1879 where he founded a boot and shoe business, known as W. Smale & Company on the Market Square.

He was elected to the East London Town Council in February 1884 to represent Ward 3 but resigned in June 1886.

Smale died on 17 January 1941 at the age of 87, and was buried at East London.
